PMRDA eyes bonds, PPP route to finance key infra projects in Pune, Pimpri-Chinchwad
PMRDA says it may finance up to half of its key infrastructure projects through loans, bonds, and PPPs to ease traffic in Pune and Pimpri-Chinchwad. Projects include the Yerawada-Katraj underground tunnel and Pawana river rejuvenation, with feasibility studies and potential central support under urban challenge funds.
Why It Matters
The funding approach could shape how major infrastructure is financed in the Pune region, potentially speeding up congestion-relief projects while outlining the role of central support and financial instruments.

Funding model decisions and options noted by PMRDA official
A senior PMRDA official stated that funds for large-scale infrastructure projects will be raised through bonds, and some projects may be implemented under PPP. The official noted that PMRDA is exploring all possible options and will take a final call soon on the funding model to meet the requirement of mobilising at least 50% of project costs independently to secure central funding.
Pawana river improvement project planned with sewage treatment focus
Under the river improvement initiative, a ₹218.07 crore project has been planned to clean the Pawana river. The initiative will focus on treating sewage flowing through nullahs such as Pimple Khunte, Bebadohol, Shivane, Urse, Somatane, and Dhamane before it enters the river. In line with CPCB and NGT guidelines, sewage treatment plants will be set up to reduce BOD and COD levels in the river. Tenders for the project are expected to be floated soon.
PMRDA to finance up to 50% of projects through loans, bonds, and PPPs
The Pune Metropolitan Region Development Authority (PMRDA) stated it is considering mobilising up to 50% of funds for priority infrastructure projects through loans, bonds, and PPP models to ease traffic congestion in Pune and Pimpri-Chinchwad. Key projects under consideration include the Yerawada-Katraj underground twin tunnel (about 20 km, estimated ₹7,000 crore) and the Pawana river rejuvenation plan. The authority intends to seek financial assistance from state and central governments and will assess eligibility for funds under the Centre’s urban challenge fund. Projects such as Pawana, Indrayani, and Mula-Mutha river improvement plans, along with the underground tunnel, will need to align their financial structures to meet the 50% external funding criterion. A feasibility study is underway for the tunnel, which is expected to function as an internal underground ring road to reduce inner-city congestion. The PMRDA aims to decide on its funding model soon to satisfy central funding conditions.
